He requires all expert judges to exercise their review powers with a serious and serious attitude, based on the principles of fairness and impartiality. They must strictly abide by the principle of "one qualified, one passed", and allow those who truly have project management and technical capabilities to pass the review. They must be responsible to the applicant, the company, and the higher-level supervisory department; At the same time, the evaluation of professional titles should be combined with the cultivation of professional and technical talents in the group, and potential talents should be identified through the application and defense of evaluation materials.

After the meeting, the expert judges studied the evaluation documents and divided them into four professional (disciplinary) groups to review 49 application materials, forming preliminary assessment opinions.
On the afternoon of September 30th, the expert judges were divided into 2 assessment groups and 4 defense groups. The 49 applicants who passed the review and submitted to the judging committee were assessed through a combination of on-site defense and video conferencing.
After the defense, the judging committee held a voting and discussion meeting with the executive committee, and the independent evaluation of intermediate professional titles was successfully completed.
